A Health Benefit Exchange (HBE) is the new
marketplace for small group and individual
insurance. The intent of the HBE is to: improve
small group and non-group insurance market
performance through transparency, provide
consumer education about various insurance
choices, and provide assistance with eligibility
determinations for Medicaid, premium assistance
tax credits and cost-sharing reductions.
